Russian Deputy Minister for Emergencies Alexander Chupriyan said today that the Olimp skyscraper in Grozny City had violations of fire security, RIA Novosti reports.
He noted that the skyscraper had no protection later between every 15m of the building, it had no fire security and elevators operating.
Fire-fighters turned their oxygen tanks on starting at floor 3 and did not have enough oxygen to get higher than floor 20.
