The Russian Hajj Council, Hajj Mission and the Muslim Administration are independent legal bodies in the Single Federal Registry of the Russian Federal Tourism Agency and responsible for financial activities, RIA Novosti reports.
The Hajj Council urged Muslims to ignore provocations in mass media.
Ahmed Bilalov, an official of the Hajj Council, was accused of tax evasion for hajj. He is also suspected of excess of expenses and money-wasting during when he was the chairman of the board of directors of the Northern Caucasus Resorts.
