Formation of Russian Migration Code starts

 

The lower chamber of the Russian parliament and the Federal Migration Service have started formation of the Migration Code. Russia has over 700 migration laws, including the Constitution. Not a single document contains definitions of “migrant” and “migration”, Izvestia reports.

Russia has 10.6 million official migrants. 5.9 million foreigners have arrived in Russia this year. Migrants paid about 33 billion rubles for permits for work last year.

Head of the Federal Migration Service Constantine Romodanovsky said that illegal migrants caused justified annoyance of the population. Most migrants come from CIS states, they bring their own rules and violate the law. Illegal migrants keep the crime level high in Moscow.

47% of crimes in Moscow were committed by foreigners in 2012, including 5% by non-CIS foreigners. The statistics do not take information about migrants from the North Caucasus and other Russian regions into account.
