Chechen Leader Ramzan Kadyrov wants to start discussions of the territorial dispute with Ingushetia from the very beginning and prevent any escalation of the conflict, RIA Novosti reports.
He noted that the dispute was started by Ingushetia. The issue was never raised until the land survey carried out by Ingushetia.
