Head of Kayakent region of Dagestan made subordinates commit crimes

The head of the Kayakent region, Ilmutdin Gamzaev, who has been arrested today on suspicion of stealing money from orphans, was discovered to have made his subordinates commit crimes in order to cover up his financial dealings.

"Gamzaev signed municipal contracts for the purchase of apartments belonging to Kazanatov, for their transmission to orphans and children left without parental care. Kazanatov was to receive from the republican and federal budgets allocated for these purposes funds amounting to 1,5 million rubles," RIA News quotes the message issued by the Prosecutor of Dagestan.

The scheme was simple, but required administrative violations: Gamzaev signed a statement of having provided housing for orphans, although no children had been allocated properties, and then issued an order to cancel the transaction and disciplinary administration staff, signed by the same people at his request retroactively

As a result, Gamzaev was "clean," and the state money disappeared. Thus, in addition to the abuse of power, the head of the Kayakent region is accused of forgery.
