A member of the Federal Penitentiary Service, Captain Valery Chagarov, has recently killed a friend of his in a fight, the Karachay-Cherkessian law-enforcement agencies report.
The officer was drunk at the time of the incident. The person he killed is 42-year-old Shamil Borlakov.
Chagarov reported the crime to the police himself.
