Three Georgian functionaries charged with tortures

David Akhalaya, ex-head of the department for constitutional security of the Interior Ministry of Georgia, Oleg Melnikov, a member of the department, and David Chkhitunidze, deputy head of the general inspection of the Justice Ministry, have been charged with murder of Sandro Girgvliani, excess of power, tortures and illegal detention.
