Moscow is mourning 18 victims who were killed by a truck crashing into a bus at Podolsk on Saturday. Over 60 passengers were injured. Flags were lowered as a symbol of mourning.
The tragedy inspired a bill banning foreign driving licenses. Should the bill be passed by parliament, foreigners will have to pass driving tests within half a year to be allowed to drive.
The truck that crashed into the bus was driven by an Armenian. He was detained for 48 hours. The driver refused to answer questions due to emotional trauma. Some media say he had no driving license.
