A criminal case has been initiated against Lieutenant-Colonel Artur Lobyan, ex-deputy head of the military base N31853, for damage worth over 10.7 million rubles in the Krasnodar Territory, ITAR-TASS reports.
The officer received permission to buy over 300 tons of winter diesel fuel he sold to others. He falsified documents on purchases.
