US admit inability to stop Tsarnayevs before tragedy

The US intelligence services admitted that they could not prevent the terrorist attack of the Tsarnayev brothers at the Boston Marathon because of federal laws, The New York Times reports.

The FBI found no signs of Islamism in their behaviour, despite warnings of the Russian intelligence officers. The laws did not allow the FBI to wire their phones.
