Georgy Kalatozishvili, an expert of Vestnik Kavkaza, said that the police had to check every call, but the government cannot punish the young pranksters, who are easy to catch. There is no law to punish them. The police can only summon their parents for a conversation. The pranksters said that they had made the calls after watching evacuations on TV.
The authorities are considering passing a bill to punish children with up to 7 years of detention, but the law does not allow punishments for children. In this case, the government proposed fining their parents about $3,000. But on the other hand, such high fines would become a disaster for rural families and would result in the loss of their house.
The expert suggests that the origin of the pranks lies in the system of teaching children manners and the social structure.
