Constantine Romodanovsky, Head of the Russian Federal Migration Service, said that a single act of amnesty for illegal migrants was possible in Russia, although the chances for its success were minimal, Interfax reports.
He explained at a meeting with Russian ombudsman that it would only succeed if supplemented by major legislative alterations of labor.Romodanovsky had earlier ruled out an amnesty for illegal migrants.
