Russia is marking the 20th anniversary of the Constitution (adopted on December 12, 1993), ITAR-TASS reports.Russian President Vladimir Putin introduced the amnesty bill. It will affect about 25,000 prisoners. The president will also read his annual state-of-the-nation message, a document with mid-term and long-term goals, to the Federal Assembly, said Putin’s spokesman Dmitry Peskov.
