The Kazakh Supreme Court has declined the appeal of Vladislav Chelakh, murderer of 14 border guards at the Arkankergen Post on December 11, 2012, according to Akiltay Kasimov, Head of the Supreme Court's surveillance board, Interfax reports.
Chelakh got life imprisonment.
