The Federation Council has passed a bill today simplifying the process of acquiring  citizenship for Russian-speaking compatriots. The new rules will be applicable to those people whose lineal ancestors lived in the territory of today’s Russia, as well as the Russian Empire and the USSR. The requirement for acquisition of citizenship under the new rules is a willingness to move to Russia for permanent residence and renunciation of foreign citizenship.
