Sergey Pashinsky, acting head of the Ukrainian Presidential Administration, said that Slovyansk was blockaded as part of the second stage of the counter-terrorism operation, ITAR-TASS reports.

The Ukrainian Security Service insists that the special forces will not storm the city to prevent deaths. Vasily Krutov, deputy head of the Service and head of its counter-terrorism center, confirmed that no people will be killed.

Mikhail Khodarenko, editor-in-chief of the Aerospace Defenses magazine, said that the law enforcers had decided to prevent repercussions in the storming. In his words, the Ukrainian forces were not fully confident in the military and political authorities of the country. The expert believes that some troops fear becoming war criminals for obeying commands of the Kiev authorities.
