Putin dismisses plenipotentiary envoy in the North Caucasus Federal DistrictThe plenipotentiary envoy of the Russian president in the North Caucasus Federal District, Sergei Melikov, has been dismissed from military service.President Vladimir Putin signed the order on the dismissal, SKFO.ru reports.Sergei Melikov was appointed the plenipotentiary envoy in the NCFD on May 12 in place of Alexander Khloponin. Previously he was the commander of the united group of interior troops in the North Caucasus.
