According to a report by the Azerbaijani parliament, provisions on trial by jury are being eliminated from Azerbaijan legislation.
It is pointed out that juries mainly consist of people who have no legal education, which can cause difficulties with charges, expressing views on legal matters, and objectiveness of conclusions reached. Decisions by jury are based on personal experience, attitudes which are formed by the social environment, traditions, and customs of a certain location. It can lead to violation of principles of criminal law.
The draft by the General Prosecution of Azerbaijan will be discussed by the parliamentary committee on legal policy and statehood building.
