The Karachayevsk City Court declared 39-year-old Soltan Semenov non-guilty in August 2014. The prosecutor plans to appeal the case. In 2012, he was granted funds for construction of roads, the sum was spent on other social projects. Semenov was detained on August 8 and arrested on the order of the Cherkessk City Court on August 9.
