Kadyrov's statements should be checked by prosecutors, say lawyers

A number of lawyers and human rights activists believe that the head of the Chechen Republic, Ramzan Kadyrov, should if not apologize, then at least to explain to people his statements about the need to expel the families of terrorists from the country.

 

The reaction to the statements of Kadyrov, according to a member of the Public Chamber of the Russian Federation, Vice-President of the Federal Chamber of Lawyers, Doctor of Law Vladislav Grib, was to follow much earlier, and not on behalf of the head of state, and the prosecutor's office.

 

"Of course, such statements are illegal. Our citizens are not responsible for other people's crimes, including the crimes of their relatives. I believe that Ramzan Akhmatovich (Kadyrov) should at least explain this. That he was misunderstood, his words were spoken on a strong emotional background, after the deaths of so many people. This will smooth out the situation," he told RIA Novosti.

 

According to the lawyer, if Kadyrov does this, there will be much fewer accusations against him. "In our legislation, people in an affective state are even exempt from criminal liability. Based on the situation, people will understand."

 

At the same time, he said, investigating the attack on the houses where the families of hitmen lived needs to be completed, including investigating a version with Kadyrov's involvement in the organization of these attacks.

 

"If it is proved that the arsonists acted on the instructions of the head of the republic, then there is the fact of a crime. If they are not related to Kadyrov, he will be exonerated from responsibility. Then it will be a tool for prevention. Such statements by a Russian official, regardless of rank, should no longer be allowed," Grib said.

 

In this he finds agreement with the Chairman of the Presidium of the All-Russian organization "Officers of Russia", a member of the Public Chamber of the Russian Federation, Anton Tsvetkov, but Tsvetkov believes that the very method of the demonstrative demolition of houses of terrorists deserves the attention of legislators.

 

"Since we live by the Constitution, an official has no right to make such statements, and the president has acted as a guarantor of the Constitution. Let us hope that Ramzan Kadyrov will make the right conclusions from this situation. On the other hand, for the future, you can examine the practice - it is legally used in Israel. Perhaps this experience could be useful for Russia," Tsvetkov believes.

 

Recall that in early December, after one of the largest recent clashes with militants in Grozny, Kadyrov said that the families of terrorists need to be expelled from Chechnya without the right to return, because "they blessed them and helped them, they are complicit in these crimes."
