The deputy head of the Ministry of Communications, Michael Yevraev, said that this year Russia plans to launch a state e-mail system (GEPS), which will make it possible to send legally recognized correspondence in electronic form.
According to him, the system will send a message, and the fact of sending may be legally confirmed up to using it as evidence in court. The system will allow mail to be converted from paper to electronic form, and vice versa.
Yevraev also drew attention to the fact that the system will serve the independent registrar, which will record instances of sending and delivering e-mails
The system will be connected to the portal of public procurement, the official website for posting information on tendering and other public electronic systems where there are significant legal developments
