Administrative barriers are one of the main obstacles to inviting
Russians living abroad to particpate in the modernization of Russia,
Upper House Speaker Sergey Mironov said on Thursday at the opening of
the Universal Conference of Compatriots, RIA Novosti reports.
The speaker said that Russia plans to use Russian scientists working
abroad in innovations, science expertise, and the training of young
specialists. As an example, he pointed out the neutron reactor in St.
Petersburg.
