Chechen Leader Ramzan Kadyrov has convinced Zelimkhan Magomadov, a militant leader of the Chechen plains surrounded in Voykovo (Grozny area), to surrender, RIA Novosti reports.The militant was armed with a gun and an explosive belt. Activation of the latter could kill law enforcers. The law enforcers found the militant’s phone number. Kadyrov talked with the militant personally.
