Ramzan Belyalov, an alleged member of the Caucasus Emirate organization, has been detained by the police on his way to work in Gudermes on June 2 as a suspected in the Budennovsk hostage crisis.
195 terrorists under the leadership of Shamil Basayev took over 1600 people hostage in Budennovsk in 1995. They were driven to a local hospital. The terrorists demanded that the Russian authorities stop the operations in Chechnya and start negotiations with Dzhokhar Dudayev's regime.
61 hostages were released after an assault on June 17. Others were released on June 19 after negotiations. The Russian authorities stopped operations in Chechnya and withdrew their forces, the militants returned to Chechnya. 129 people were killed and 415 injured.
