Negligence case opened over Stavropol terrorist act

A criminal case has been opened on negligence charges after a deadly
blast in Stavropol, reports Yuga.ru
The regional prosecutor ordered an investigation into the work of
law-enforcement agencies on the day of the terrorist act, reports RIA
Novosti. Regional officials believe that the crime could have been
prevented.
