Governor of the Stavropol Territory Valery Zerenkov proposed merging Kavkazskiye Mineralniye Vody to the tourism cluster of the NCFD, Krasnodar Territory and Adygeya. He announced the idea at the Dagestani Economic Forum 2012. Kavkazskiye Mineralniye Vody has 1 million visitors annually. The number needs to be doubled by 2025.
Director General of the Northern Caucasus Resorts Alexey Nevsky said that no requests to join the tourism cluster were seen. The Stavropol Territory is developing a concept of agglomeration of Kavkazskiye Mineralniye Vody.
