Russia's Federal Air Transport Agency (Rosaviatsiya) has issued UTair permission to operate regular flights from Chelyabinsk to Baku. The company has the right to operate flights between the cities up to three times a week.
Planes will begin flying between Tbilisi and Chelyabinsk in November. The flight is launched by Russian Red Wings.
