Dagestan has to return to dialogue, - this was discussed in Moscow in Independent Press Center, where the round table "Contours of the new policy in Dagestan: early successes and dangerous trends" was held. The experts discussed the changes in the last six months, and the strategy of Acting Head of the Republic Ramazan Abdulatipov appointed in January, as well as the existing conflicts and confrontations, especially of a religious nature.
The discussion was attended by Yekaterina Sokiryanskaya (head of the International Crisis Group in Russia, member of the HRC "Memorial"), Konstantin Kazenin (Senior Researcher of Gaidar Institute for Economic Policy), Oleg Orlov (member of the Human Rights Center "Memorial", manager of the "Hot Spots" program), Varvara Pakhomenko (researcher of the International Crisis Group in Russia) and other experts.
Experts agreed that the incorrect force methods may aggravate the situation. It is now important for Dagestan to return to dialogue in all spheres. Experts believe that the policy of Dagestan should be focused on the long term. For this it is necessary to increase the level of statehood, to pull the economy out of the shadows and to fight corruption. On this long way the power should be consistent and not to succumb to provocations.
Experts also noted that it is important to restore public confidence in the government. Often in rural areas, where during the special operations troops are located, civilians incur losses, lose homes, livestock, crops. But often, people do not see any compensation from the state.
