"Zero ppm." not to be abolished

President of the College of the legal protection of car owners Viktor Travin commented on a law abolishing the "zero ppm."  on July 24, President Vladimir Putin signed a law introducing the concept of minimum alcohol content in the breath to determine the driver's state of intoxication and increasing the fine for driving while intoxicated up to 50 thousand rubles. This helps to consider the error of measuring instruments. According to this document, the permissible concentration of alcohol in the blood is set at 0.16 milligrams or less per litre and 0.35 grams or less per litre of blood. This was done in order not to punish sober drivers, because a breathalyser can establish a negligible fraction of alcohol in their blood, which had previously been considered in fact a reason for deprivation of a driving license.
