Why isn’t the number of bomb scare calls reducing?

Andrey Przhezdomsky, official representative of the National Anti-Terrorist Committee, spoke about anonymous threats about committing terrorist attacks, tendencies in the sphere and required punishment. In the near future amendments to the federal legislation will come into force, they will strengthen responsibility for bomb scare calls.
