Tofik Abbasov on the legal status of the Caspian Sea

Tofik Abbasov, a political scientist, comments on prospects of development of cooperation between the Caspian states. He says that, as a result, the Caspian countries could develop a united document which would determine the legal status of the Caspian Sea.
