A leading researcher at the Russian Institute of Strategic Studies, Vladimir Ivanenko, spoke about the progress of negotiations on the Iranian nuclear program and how they may affect the transfer of Russian air defense systems. On April 13, Russian President Vladimir Putin signed a decree that allows deliveries to Iran of Russian S-300 missile complexes. Delivery of this complex, an Iranian Defense Ministry spokesman said, will contribute to strengthening cooperation between Moscow and Tehran.
