The head of the Center for Political Conjuncture, Alexey Chesnakov, spoke about why the implementation of the Minsk Agreement is slowing down, as well as how Kiev intends to proceed. Many hours of talks with yparticipation of the leaders of the Russian Federation, Ukraine, France and Germany took place on February 12th in Minsk. After this a meeting of the Contact Group on a settlement of the situation in Ukraine also took place. A set of measures was adopted regarding the implementation of the Minsk Agreement. The document, consisting of 13 points, provided for a ceasefire in parts of Donetsk and Lugansk regions starting from February 15th, the withdrawal of heavy weapons from the line of demarcation between the security forces and the militia of Kiev, as well as other measures for a long-term political settlement of the situation in Donbass.
