The head of Dagestan, Ramazan Abdulatipov, has proposed creating an institution of anti-corruption commissioners, who would work in municipalities, ministries and departments of anti-corruption commissioners.
"They should be chosen publicly and they must obey the functional management of anti-corruption, the operational management and the control of the administration and the head of the government of the Republic of Dagestan," Interfax cited him as saying.
Abdulatipov also noted that a national program of anti-corruption efforts need to be changed.
He called the corruption and the shadow economy the main source of extremism and terrorism. "It is important to understand that the shadow economy, corruption and extremism live together; this conclusion has brought about the situation that has developed in Dagestan," Abdulatipov said.
The head of Dagestan said that now they are actively working to combat corruption in the region: many heads of various departments, executive authorities, law enforcement, educational, social and health institutions, and municipalities were removed from their posts.
