Turkish special services have identified the mastermind of a number of major terrorist attacks, including the attack in Ankara on October 10th.
He is 33-year-old Ilhami Bali, the leader of a Turkish cell of Daesh, the Hurriyet newspaper reports with reference to a source in the law enforcement agencies.
The Turkish authorities have promised a reward of 3 million Turkish liras (about $1 million) for any information that could help to detain Bali.
According to Hurriyet, he first came to Turkish special services' attention in 2002 for his links to al-Qaeda extremists. In 2012, he traveled to Syria and joined Nusra Front militants and Daesh. Turkish police had kept Bali under surveillance, but lost him in January 2014.
