The first three lines of the rating in November remained unchanged: the top spot is held by the mayor of Moscow, Sergey Sobyanin, after him the head of Chechnya, Ramzan Kadyrov. The third is acting President of Tatarstan, Rustam Minnikhanov.
The head of Dagestan Ramazan Abdulatipov is in 18th place.
