Improvised explosive device masked as flashlight went off in man’s hands in Russia’s city of Rostov-on-Don, the press service of the Russian National Guard in the North Caucasus said.
"A homeless man found a package at about 6.30 am Moscow Time and decided to check its contents, including the flashlight that was there," TASS cited the press service as saying.
According to its representative, the explosive device went off when he tried to turn on the flashlight. The explosion blew his hand off.
The source said earlier that the incident occurred at about 7 am Moscow Time, adding that the area had been cordoned off. Special services are working at the scene.
