During many years of struggle against terrorism, the Russian special services have accumulated a lot of experience in combating this evil, which can be borrowed by the law enforcement agencies in Europe, the member of the State Duma Committee on International Affairs Adalbi Shkhagoshev said in an interview with a correspondent of Vestnik Kavkaza.

"Since the 1990’s Russia has been fighting international terrorism. A very high quality experience appeared as a result of it. If we look at the statistics for the prevention of terrorist acts, we can see thousands of terrorist crimes from the 1990’s up to the early 2000’s. There are republics in the North Caucasus regions without a single terrorist attack during a year,’’ he said.

"For example, the head of Kabardino-Balkaria Yuri Kokov noted, reporting to President Vladimir Putin on the situation in the republic, that not a single crime of this kind was committed in 2015. For comparison, more than 250 crimes took place in 2010. Such a trend is obvious in some other regions – Chechnya, Dagestan, Ingushetia," he added.

According to Adalbi Shkhagoshev, "it is important to switch over to a job that is called adaptation." "Now we should examine the recruiting process, it is very important. It is necessary to return to civilian life those who were misguided and have not committed a crime yet, but somewhere close to the radicals. If they have already committed a crime, but they are willing to be punished in this way, they come out of the shadows,’’ he explained.

‘‘There are special adaptation committees in the North Caucasus republics now controlled by executive powers. Certainly, there are also anti-terrorist committees. Their parallel interaction with adaptation commissions confirms that we fully execute the whole range of works tied with terrorism,’’ he said.

"It also means that now we speak not about the destruction and not about unilateral conduct of operations in order to destroy the underground members, but to make recruiters ‘’disarmed’'. If the ideological work and power component are to be carried out simultaneously, the chances of success will be very high," he explained.

According to him, the turning point in the fight against international terrorism has already occurred, if we look at this globally and strategically." "In fact, terrorism’s spinal column is broken and I have already said it many times," Adalbi Shkhagoshev said.
