Naryshkin: terrorists cannot plunge our world into chaos

A meeting of members of the Federation Council and State Duma deputies has ended, its participants unanimously adopted the draft decision of the meeting.

The chairman of the State Duma, Sergei Naryshkin, said that the terrorists cannot plunge our world into chaos. Earlier, he said that the Russian lawmakers should review the legal framework for national security and strengthen the protection of citizens and critical facilities. The speaker of Russia’s Federation Council, Valentina Matviyenko, in her turn, offered to extend the powers of the security services and to toughen the criminal responsibility for aiding terrorism.

The Deputy Chairman of the Federation Council, a member of the Federation Council Committee on Science, Education and Culture, the representative of the executive body of the Republic of Dagestan, Ilyas Umakhanov, spoke about the need to create special prisons for terrorists. In addition, Umakhanov supported the proposal on establishing an international tribunal to condemn terrorist crimes.

The leader of the A Fair Russia party, Sergei Mironov, proposed introducing the death penalty for terrorists and their accomplices, as well as improving the measures of material and moral encouragement for citizens who help to stop the activities of terrorist groups on the territory of Russia.

The chairman of the Tatarstan State Council, Farid Mukhametshin, substantiated the need for strict monitoring of migration flows, because it is a breeding ground for terrorism.

The senator of the Khabarovsk Region, the Russian Federation Council's Defense and Security Committee Chairman, Viktor Ozerov, mentioned such initiatives as the deprivation of citizenship of persons traveling abroad to participate in terrorist organizations' activities, and prohibiting their families from leaving the country.

One of the participants of the meeting, a member of the Federation Council Committee for International Affairs, Igor Morozov, told Vestnik Kavkaza that today the parliamentarians spoke "about the unity of all the political forces to combat international terrorism." "Everyone is suffering from terrorism today: the Middle East, Africa and Europe. Therefore, the task of the joint meeting with the participation of the Public Chamber and representatives of all confessions was to discuss and adopt the approach of Russian society to unite the international forces," he explained.

"And this is our support of the course of Russian President Vladimir Putin, support for military operations in Syria and support of his determination to act in accordance with the UN Charter's Article 51. In fact, we have sounded the call to unite against terrorism without racial, ethnic or religious beliefs," Igor Morozov added.

According to him, after the meeting, the main legislative work in both Houses of Parliament will be conducted on the proposals presented by speakers.

The deputy chairman of the Federation Council Committee on International Affairs, Andrey Klimov, in his turn, highlighted the initiative to deprive people traveling abroad to participate in terrorist organizations' activities of their Russian citizenship. "According to the Russian constitution, we have no legal right to do it. We can revoke their passports, as the United States and Australia do. So these people will lose the ability to legitimately move around the world and cannot even quietly return to their country," he said.
