The leaders of the North Caucasus regions, led by presidential envoy in the North Caucasus Federal District Sergey Melikov, have congratulated their citizens on the 70th anniversary of the Great Victory.  Sergei Melikov in his official address to the citizens said: "The Great Patriotic War ended 70 years ago. It has become the most severe and the most heroic page in the history of the Russian people. For 1418 days millions of our fellow citizens struggled towards a common Victory, sacrificing everything they had, including their life".

Dagestani Leader Ramazan Abdulatipov said that agriculture in the republic needed an agricultural reform. He explained that owners of land needed to be specified. Land relations, in his words, needed clear regulations and transparency, Yuga.ru reports.Abdulatipov added that land should not be the main business object for authorities of cities, as it currently is. The head of the region gave the government three months to prepare all the necessary documents for land reform.

Dagestani Leader Ramazan Abdulatipov said in an interview with Vestnik Kavkaza that Russian President Vladimir Putin's idea of forming the Federal Agency for Nationalities will encourage people in Russia to be friends. Abdulatipov expressed joy that Putin's first decree after becoming president in 2012 was to create the Council for Inter-Ethnic Relations. He reminded that a strategy for national policy was developed and the Presidential Council was operating efficiently.
