The bill states that Baku has demonstrated a commitment to peace in the South Caucasus. It also notes that Azerbaijan and Armenia have made significant progress toward a peaceful settlement by agreeing on the provisions of a peace treaty.

The Freedom Support Act, including Section 907, was passed in 1992. According to the law, Azerbaijan was excluded from the list of countries eligible to receive US aid. This amendment significantly hindered the development of relations between Baku and Washington.
